Stakeholders can be divided into three categories: primary, secondary, and tertiary.

                       1) Primary stakeholders are those meant to be benefitted from a program or clients

                           funding a program.
                       2) Secondary stakeholders are those who will be a part of the evaluation design.

                       3) Tertiary stakeholders are someone who might be interested in the results of
evaluation. For this type of stakeholders, evaluators might share the report with

them if being allowed by their clients.

Hints: How to deal with different types of stakeholders

 With primary stakeholders: Keep them happy because they are paying you.
 With secondary stakeholders: Make friends because you need their help.
 With tertiary stakeholders: Explain the value of their participation and explain
how you will use that information.
